Located at a key intersection in the Kuşcağız district of Keçiören, Ankara, the site also provides a convenient intersection-park interface. The structure to be positioned on the site should not disrupt the intersection-park and intersection-view relationships.

To this end, the main mass was designed to be suspended in mid-air on columns, maintaining green space and visual continuity, creating a square arrangement beneath the building.

Access to the lower foyer from this square is provided by an escalator running through the void. Two staircases, positioned symmetrically on either side of the building and ascending through the void, connect the lower foyer and the upper foyer from the ground level. Auxiliary spaces were located behind the circular multi-purpose hall.

Considering the economic, spatial, and visual benefits of naturally lit spaces, the building's façade was designed to be completely transparent. A second layer of angled aluminum panels was created above the curtain wall surrounding the circular mass to control light penetration and visually enhance the building's depth. The design utilizes a hybrid structural system of steel and reinforced concrete, creating uninterrupted open spaces.

The courtyard was designed to become a strong cultural focal point, inviting and inviting visitors from all directions. The 800-seat conference hall was designed to accommodate the cultural events and organizations needed in the area.
